CMS announced on January 8, 2009 that 99% of all hospitals participating in the outpatient quality performance reporting program would receive the full market basket update. The program calls for hospitals to voluntarily report seven quality measures on heart attack and surgical care, and those who successful report their data are entitled to the 2% market basket update.
Quality reporting is seen as the first step towards value-based purchasing where payment shall be linked to quality, and this reported data shall serve as a baseline for those programs.
